I would guess so as I never once saw eithe rof these shirts.I only saw the ones with the turtles.
All these shirts were commercially available and were shipped to stores everywhere!I can also tell you that, just like with action figures, shirts featuring secondary characters were not produced as heavily as ones featuring the TMNT themselves.
